Hello friends, Just wondering whether i can use command line in cpanel? because i have downloaded ascript on classifields and in its installation procedure has told to do this The easiest way to do this is on the command line

Yes, just ssh to your hosting account, if you have that enabled. Then you can run that command and any other.

No, all the commandt is doing is changing the file permissions. You can do that with a file manager.
